All
public buildings in Trafford are at some point each year a
victim of crime. Offences range from burglary, criminal damage,
arson, assault, theft, juvenile nuisance, aflray, public order
offences and indecencies. These crimes cost the schools, libraries,
NHS buildings, local authority premises and crime and disorder
partners millions of pounds per year, a conservative estimate
based on the home office research paper 217. The cost of crime
for schools alone puts this figure at 3.5m for the financial
year 03/04 with over 600 recorded crimes.
In
order to address this level of crime the Safer Trafford Partnership
has been looking at methods of cost effectively improving
detection, deterrent and prevention. Through this research
a system has been developed by the partnership that fulfils
their needs in the form of DlSCOVERe,
an IP (Inernet Portal) based CCTV and alarm monitoring system.
Enabling them to detect any persons within striking distance
of a building, record them using associated CCTV cameras,
and using either a tannoy system, or their direct link into
the local police operations room, warn the individuals or
gain an immediate police or street crime patrol response,
directing patrols quickly and effectively to the specific
location.
DlSCOVERe
is sited in the Trafford CCTV Control Room utilised to manage
the Trafford wide CCTV remote monitoring facility. It runs
on a dedicated server in the main control room connected to
an industry standard PC at each monitored location.
Essentially
DlSCOVERe is
a NVR (Network Video Recorder) software product suite that
exploits the power of IP (Internet Protocol) to deliver a
scalable security and surveillance solution that can be integrated
into existing network installations or retrofitted into existing
analogue CCTV systems, in a centralised or multi-site configuration.
The system allows the use of IP LAN cameras connected directly
to the client's network, analogue cameras with video servers
or a mixture of both. Cameras used depend on the sites topology,
existing network capability and any specific client requirements.
The
client connects all equipment on a dedicated VLAN so as not
to affect the existing network usage/bandwidth. Each public
site in Trafford is connected to Trafford by a 2, 10 or 100mb
connection. The vast majority are either 10 or 100mb connections
with those that aren't soon to be upgraded. Each Client uses
a dedicated PC to control and manage the lP cameras connected
to the various network switches located throughout the building
sharing these with other PC's each client has connected to
their network PIR motion sensors alert control room staff
out of hours activity at the sites via the network. This effectively
logs them on to the remote cameras allowing them to view live
and recorded video from any camera at any site.
The
system also incorporates an audio response function, which
allows control room stafl to warn off potential intruders
via speakers connected to the same network.

Coverage - The control room operates 24hrs a day, 365 days
a year
•
Effective - This system has a target of reducing crime at
the client site by 75% within 12 months and to reduce successful
burglaries by 100% within 24 months. The Trafford control
room has the only direct link into the Police Area operations
room, Trafford Police being a key partner, project managing
its delivery across Trafford.
•
Vested Interest - Trafford MBC and Greater Manchester Police
have a vested interest in reducing crime at the client's premises
as they seek to further reduce crime across Trafford.
• Links with other projects - This project will also
link in with other projects ongoing throughout Trafford, in
particular youth projects, which will allow a warden response
to be generated to youth issues around schools as detected
by this system. Services can then be offered to the youths
such as diversionary activities, training and other opportunities.
